Centrals are 622Mbit pipes that BT supply to ISPs in 155Mbit segments to give their customers access to the internet, VOIP services, P2P, VPN and many more.
Entanet are currently in mid stages of rolling out another two pipes on its network that will initially provide 155Mbit in bandwidth on each respectively.
Pipes on an ISP level can get approx 630mb before packet loss occurs and data becomes less fast on an naturally unrestricted network; however ISPs have measures in place that restrict speed before packet loss occurs, giving the majority of normal web surfers no interfearence and heavy downloaders a small increase in time for their data to be fully downloaded.
Below is a table showing cost of centrals to the isp (In pounds stirling) and worst case senario if the central is completely full and used by thousands of people.
